Health and Education Standing Committee
One of the important committees formed to facilitate smooth administration in the three-tier Panchayati Raj system in Kerala—namely, the Gram Panchayat, Block Panchayat, and District Panchayat—is the Health and Education Standing Committee.
The members of this committee are selected from among the elected ward members of the Panchayat governing body. The responsibilities, functions, and importance of the committee are described below.
Major Responsibilities and Areas of Function
1. Public Health and Sanitation:
- Evaluate the functioning of Primary Health Centres (PHCs) and Family Health Centres (FHCs) within the Panchayat area.
- Plan preventive measures to control the spread of infectious diseases, including observance of Dry Days and mosquito-control activities.
- Monitor waste-management activities, such as the functioning of the Haritha Karma Sena and source-level waste management.
- Ensure the cleanliness and safety of drinking-water sources.
2. Education:
- Improve the physical infrastructure and facilities of government and aided schools under the Panchayat, including primary and upper-primary schools.
- Ensure the proper implementation of the mid-day meal programme, drinking-water facilities, and sanitation facilities in schools.
- Develop programmes to prevent school dropouts and provide digital learning facilities.
3. Social Welfare and Nutrition:
- Supervise the functioning of Anganwadis and ensure that children, pregnant women, and lactating mothers receive adequate nutrition.
- Promote sports and recreational activities by developing playgrounds and providing support to sports and youth clubs.
Structure of the Committee
Members:
The committee consists of members selected from among the elected members of the Panchayat governing body through the system of proportional representation.Chairman/Chairperson:
The members of the committee elect one among themselves as the Chairperson. This is an important official position within the Panchayat governing body.Convener (Ex-officio Secretary):
An officer from the concerned department, often the Medical Officer or another officer designated by the Panchayat, serves as the implementing officer or Convener of the committee.
