Organisational Structure of the Grama Panchayat

President

The President is the chief administrative head of the Panchayat. The President provides leadership for the development activities and administrative functions of the Panchayat.

Vice President

The Vice President assists in the administrative activities of the Panchayat. In the absence of the President, the Vice President assumes the administrative responsibilities of the Panchayat.

Standing Committees

Standing Committees are committees responsible for overseeing various areas such as development, finance, health, education, and welfare activities of the Panchayat.

Development Standing Committee

The Development Standing Committee implements the development projects of the Panchayat, with a focus on public welfare and infrastructure development.

Finance Standing Committee

The Finance Standing Committee is responsible for overseeing and managing the revenue and expenditure of the Panchayat.

Health and Education Standing Committee

The Health and Education Standing Committee is responsible for coordinating and overseeing activities related to health and education.

Welfare Standing Committee

The Welfare Standing Committee implements public welfare programmes, with a focus on social security and welfare activities.

Other Sub-Committees

Sub-committees are constituted to address specific areas of activity and provide support for the implementation of various projects and programmes.

Panchayat Secretary

The Secretary is the principal administrative officer of the Panchayat. The Secretary coordinates office operations, file processing, and other administrative procedures.

Assistant Secretary

The Assistant Secretary assists in the administrative and office functions of the Panchayat. The Assistant Secretary also serves as the Member Secretary of Kudumbashree, coordinates various welfare schemes, and is responsible for implementing Scheduled Caste development programmes.

Junior Superintendent

The Junior Superintendent supervises the day-to-day office operations of the Panchayat. The officer coordinates procedures and the functioning of various office sections and provides supervision and control over the work of employees.

Accountant

The Accountant is responsible for managing the financial transactions and accounts of the Panchayat. The Accountant prepares and maintains income and expenditure statements and manages budget, tax, and other financial records.

Senior Clerk

The Senior Clerk is responsible for supervising office records and administrative procedures. The Senior Clerk coordinates the functioning of various office sections and oversees the scrutiny and processing of important files.

Clerk

The Clerk handles files and records of the Panchayat. The Clerk manages tax collection, applications, office registers, and other related activities. The Clerk also performs ward-level responsibilities and service-related functions.

Office Attendant

The Office Attendant assists with the day-to-day functioning of the Panchayat office. Duties include transferring documents, maintaining office arrangements, and providing general support for office activities.

Brief Description of Major Components

1. Gram Sabha

The Gram Sabha is the general assembly of the people within the Panchayat. It discusses development projects, public needs, and welfare activities and makes recommendations regarding these matters.

2. Grama Panchayat Committee

The Grama Panchayat Committee is the governing body consisting of elected representatives. It oversees the development and administrative affairs of the Panchayat.

3. President & Vice President

The President and Vice President are the principal administrative leaders of the Panchayat. They provide leadership for its administrative activities.

4. Standing Committees

Standing Committees are specialised committees responsible for areas such as development, finance, health and education, welfare, and other important functions.
